Service contract not created from Sales order

Hi,

We are trying to create service contract for service line but unable to generate the same from Sales order. The data is visible in OKS_REPROCESSING table with status as R as when it actually interfaced it did not get picked by service contract order processing program. We are on 12.1.3. So i tried to reprocess the same from standard form and the status chagned to R.

There is no errors found and the data seems to be correct. also IB is created and is in created status so no issues with IB either.

Please help us understand where the problem lies or what else can be checked to find the root cause of this failure.
