FS_CLONE failing in EBS 12.2 production

According to the different log files uploaded by customer, the issue revolves around xceptions.FMWT2PPasteConfigException: PasteConfig failed. The note below explains how this can be resolved but customer has stated that they cannot execute the solution plan because this is production.

Question: Can anyone give an alternative to resolving this if there are any?

12.2 Creating New WLS Domain Fails At Script Adcfgclone.pl With ".as.t2poracle.exceptions.FMWT2PPasteConfigException: PasteConfig failed. Make sure that the move plan and the values specified in moveplan are correct." (Doc ID 2215729.1)
