BI Publisher - RTF layout configuration - "header" configuration / Page Breaks

Hi everyone,

I'm relatively new to BI Publisher and I've been struggling in order to set up some features into my report.

Could you please help me on how to achieve the following report display?
I need to set up an updated "Header" according to the loop being displayed below. I call it "header" because I know we can't use the regular Header since the "for-each" conditions don't apply there.

I basically need 2 rules to apply.

If Note Number associated information is fully displayed then break page and start with the following Note Number.
If Note Number associated information doesn't fit in the first page, then break page, display the header associated with the current Note Number and display the remaining information.
