What are the Methods for Web Engine UI Preferences?

Can anyone tell me what are the Methods within the business service called "Web Engine UI Preferences"?

Ultimately, what I am looking for is a business service that I can use to find out if a user is using a particular theme.  I would like to use it as an IF condition within my web template.
