Oracle Application R12.2.3 integrated with OID/OAM, shows SSO page for Local Login Users

In our cloned Oracle Application R12.2.3 instance  which is integrated with OID/OAM of DEV instance, when we launch AppsLocalLogin.jsp, we enter "sysadmin" user and  sysadmin password and press "Login".  Instead of logging into EBS, EBS shows SSO Login page.  If we deregister from OAM/OID.  Local Login works.

All Porfiles related to SSO has been setup correctly.

If anyone experienced the same and have a solution. Please share.
