Error:Function not available to this responsibility to monitor project workflows

Hi Team,

We have created custom responsibilities for Project Costing module.

We created a project and submitted for approval.When we try to check the approval to whom it has went by selecting the Tools ->Monitor project workflows, we are getting the Error as :Function not available to this responsibility or change responsibility or contact your system administrator.

Does any one have the idea of how enable this functionality.
