Should MOT entered on Sales Order header carry over to the Shipment header (TMS)?

Should MOT entered on Sales Order header carry over to the Shipment header (TMS)? Seems like sometimes it does, other times does not...it remains blank...same with carrier and freight code. Are we expecting too much? No preferences exist.
