Synchronize Employees Program created Resource for all employees

To fix one of the issue, Oracle Support recommended to run 'Syncronize Employees' with the 'Get New Employee' parameter to 'Yes'. When we ran it resources were created for all the employees in the system. This is not what we are looking for. How to revert this?
