Non Recoverable taxes doesn't get calculated even after recovery details are setup

in E-Business Tax (MOSC) Question

We have created a tax regime to rate and the taxes are calculated .

Challenge is that on AP Invoice only recoverable taxes are calculated but no Non recoverable tax is calculated even the recovery rate has been setup at tax level?
