LOCAL_XE apply activate table issue IP16.19

HI,

I added column to one of base table and tried to do 'Apply' on LOCAL_XE but its not allowing always says invalid username and pwd/unable to start event api

Below credential i used for apply/activate

User : SIEBEL

Pwd : DEVUSER2@2 (its local_xe db user)

Do i need to use some other thing? or need to perform different steps for apply activate for local DB

Siebel IP16.19
