Pick release move order allocation--allocate move order requirement from a single locator

Hi,

We are on R12.2.4. The inventory org where we are doing transactions is not WMS enabled.

For a given move order (Qty 60) locator L1 has the required quantity. Still Oracle is also allocating some quantity from L2 in the same subinventory.

Would expect Oracle to allocate all the quantity from L1 instead of doing a proportional allocation.

The on hand in L1 and L2 are from the same lot number. Item is lot and serial controlled.

Is Picking order at locator level considered by inventory pick rules?
