In 18c, SYS is unable to create DDL trigger / Logon trigger in another schema

Dear All,

We upgraded from 12c to 18c recently. After the upgrade, SYS user is unable to create DDL trigger and Logon trigger in another schema. This error is observed : ORA-01031: insufficient privileges

This was possible till 12c.

I would be grateful if you can suggest some pointers on how to make it possible in 18c.

We are running on:

Oracle Database 18c Standard Edition 2 Release 18.0.0.0.0

Windows Server 2012 R2
