Asset location records missing in f1204. Is there a way to recreate these?

I have some assets that don't have a current location, or any other record in f1204. I need to change the location of these assets, but since the f1204 line doesn't exits, I can't change it using P12115.

How can I recreate the F1204 records? Or how can I change my asset locations for these assets?
