Subtotal appearing after every row instead of group of rows

I am building an invoice in BI Publisher using the Microsoft Word plug in from PeopleSoft.

I have invoice lines and subtotals. The subtotals are per location group (PPRC_PROMO_CD) so there can be one to many lines per each subtotal. When I insert the subtotal in a separate row it calculates correctly. However, the subtotal can split on to a new page separate from the lines. I have tried using the row properties - deselect 'Allow row to break across pages' - and paragraph Line and Page Breaks settings 'Keep with next', 'Keep lines together' and so on but this did not stop the subtotal breaking to a new page.
