Auditor Setup - Security Profile

Dear Team

We have created a new Auditor and the this new auditor is suppose to audit the Expense Report for three countries (France, Germany, UK). Due to this we have not assigned any Security Profile in Auditor Setup.

We are not using MOAC, i.e. User has access to their own OU and not multiple OU's

Now when end user enters expense report  say for Germany, it goes into "Fall Back Auditor" queue and not to that new auditor queue.

Is it happening because of security profile not assigned to auditor ? I mean, is it standard functionality ?

If so,  what can be the workaround so that Expense reports of these three countries will fall in the queue of newly setup auditor? (i.e. without assigning the security profile)
