P48022 WO Mass Update won't default a query

Is there some reason that P48022 form A will not default a query like other applications?  The user can select it every time, but that's not optimal for us for this application.  We plan on using this to make sure that certain locations cannot mass update other locations work orders.  First we planned on using a specific version of R48714 and that didn't work because there is no place to specify a version.  Now we cannot get this query to default.  Is that by design?  We are not using templates yet...we are more concerned with the select users updating the
