Matching location on sales order and work order

We create sales orders that create work orders to manufacture parts ("W" line type).  However, we are having an issue with the location being created on the sales order matching the location with the completed work order places the finished good.  Is there a process for making these two locations match one another?  Or, when a sales order that has to create a work order to make the parts to fill the order, originally place the line item on backorder until the work order is completed?
