Implementing SSL with APEX

Its going on 6 months since I have been submitting SRs to get my APEX application running on 11g_112040 to run securely with SSL (HTTPS).

Unfortunately, no resolution has been found. I am running on Windows Server 2012 R 64 bit OS. I have implemented all the instructions in the Oracle Documents provided without success. For sometime I was getting error ORA-28860 -- Fatal SSL Error. After installing  PSU 28265827 I am getting a different error as follows: ORA-28864: SSL connection closed gracefully.

Is anybody in the MOSC able to help us find a solution?
