Can't Pack confirm when shipment has multiple order line and one of the line is ship confirm

Hi,

Can someone help me to figure this out?

In jde 9.0 we are using Pack confirm and ship confirm process for sales order and we are stuck at point --

If  a sales order has one shipment and that shipment has 2 lines.

first I do pack confirm line 1 and and then ship confirm after that the shipment status goes to 30 (as per our set up) and after that the shipment can not be revised, this is fine.

But I can see the line 2 still has the same shipment number and when I try to do pack confirm for line 2 then system does not allow to enter the information at pack confirm screen, because the shipment status has already been moved to 30 by the line 1.
