Annual Leave accrual - how to make change to credit leave earned to employee first day of next pay p

We currently use EBS R 12.1.3 OTL to record time and leave with leave balances maintained in a state system.  We  are implementing leave using elements to maintain balances in EBS - we are testing and have system working with leave earned recorded on the first day of the pay period.

Just received additional requirement to use the following policy -  Annual leave accrues at the end of the day on the 9th and the 24th of the month,  end of each pay period.  It is credited to the employee and available for use on the first day of the next pay period.
