Help needed - Issue with Tools upgrade 9.2.3.1

Hi,

We are stuck on the tools upgrade process. We are moving from 9.2.1.4 to 9.2.3.1

OS: Windows 2012 R12

App : 9.2

Weblogic: 12.1.3.0

Step 1: We install Visual Studio 2017 on Enterprise Server and Deployment Server

Step 2: Download all the required components for 32 bit

Step 3: Update management console and agent successfully

Step 4: Upload the components and distributed to Enterprise and deployment server.

Step 5: Now, when we are trying to change component and select the 9.2.3.1 file and clicked, nothing happen. Even we could not stop the deployment instance by clicking the button "STOP"

What could be the issue and how to solve this?
