Oracle Linux 7 patch enquiry

Hi,

Is there any method for update Oracle Linux 7 patch without UEK? (assume system cannot access to public and cannot connect to other repo server)

or the only method is to create the local repo (use Oracle Linux 7 installation disc) within existing system, setup local repo and install patch?

As the Oracle Linux 7 package / patch may not up to date, is it has other way for download the latest patch for install to system?
