EBS 12.2.X lift and Shift ODBS credential validation failed. Details :401 Unauthorized

I am working on a lift and shift of the 12.2.3 EBS and when trying to backup the instance using https://www.oracle.com/webfolder/technetwork/tutorials/obe/cloud/compute-iaas/creating_backup_of_ebs_instance_on_oci/101_backup_oci.html ,

the authentication is failing .

This is the cloud Storage endpoint I am trying

The error is :
