Regarding Bug 27695506 (RPAS Workbook Refresh link not disabled as expected), it is not clear what the solution is.  We have the same problem in our implementation for a client.  It seems there might be a change to documentation, but I cannot find any documentation in the first place.  Is the Refresh link expected to be disabled at all in the Fusion Client for 16.0.2 or 16.0.3 (when there is not refresh rule group)?
