Browser URL configuration on V17

Hello community,

I saw a weird thing and I want to confirm with you. On V17 the browser URL ( Menu from the back office--> Associate --. Browser)  is hard coded on the Actionconfig.xml as oracle.com.  Even if i change the browser option in SystemConfig.xml to a different one , it doesn't work and looks like it's hard coded on the actionconfig.xml.

have any one seen this ?  Did i miss any other configuration ? If It's hard coded in ActionConfig.xml  then where exactly the option in SystemConfig is used ?

Please let me know.
