China Individual Income Tax regulation (IIT)

Is anyone setting up a solution in Oracle EBS R12.x to have their China employees enter their new IIT deduction types and amounts directly into HCM?  We don't run Oracle payroll, but would like a method to have the employees enter the data themselves so that we are not responsible for any mishaps should the government want to audit the entries later.  Ideally the employee could enter it via Self-Service.   I am curious to see what others are doing with their China employees and this new regulation.
