how to get all updates happened on one row

Dear all . we have ebs database . somebody changed a flag "enabled" from concurrent program form to disable a program . after that i changed it to enabled again to make the users continue thier work. when i select the table now to see last update date and last update by its my change now. can i see who changed it before me . btw we dont have audit trail enabled on tables. is there any query to get all the updates happened on one row with time. Thanks
