uninitialized services since installing patches - Solaris 11.4 - tnctl and ocm

svc:/network/tnctl:default - a new service not listed in services before - now say uninitialized

svc:/system/ocm:default - previously disabled in Solaris 11.3 - now says it is uninitialized.

I have noticed the above 2 services now say uninitialized since applying the updates from 11.4-11.4.2.0.1.3.0.

Is this a big issue?

Are these service essential or can they be disabled?  If so, how?
