How do you change the banner color on the OAF pages for EBS 12.2?

How do you change the banner color for oracle EBS 12.2 for the OAF pages? For our dev environments, we require the banner page to be a different color so users know they are not in the production environment.  Easy to do with the forms but how can it be done on the OAF page banner?
