Can the req change template be modified (Change exsiting field actions or add a new record)

We have two issue we need to address.

1) We need to track changes, and  to req (ePro) for Contract ID changes. but more importantly have any changes to the contract ID go through reapproval . The Req Change template is only delivered using 4 records REQ_HDR, REQ_LINE, REQ_LINE_SHiP, and REQ_COMMENTS. Even though Contracts ID aren't stored in any of those records they are captured in the record CNTRCT_EVT_REQ. We would like to add this record to the change template. The primary purpose is for Workflow. We "trap" req without a Contract ID before they go through AutoSourcing. We can build a Workflow Criteria using the
