OTM Equipment Group invalid on a tendered Shipment

in Oracle Transportation Management (MOSC) Question

Hi, I have a Shipment is OTM that was planned and tendered on Equipment A for Carrier A. When Carrier A Declined it, it went to Carrier B on Equipment B.

But Carrier does not have any active rates for Equipment B, why would OTM assign a Equipment that the carrier does not have rates for?
