Need or wish to be able to Create a Procurement Contract by copying in data from a Requisition?

I am hoping to get an idea I presented voted up, see

We have our requests for service purchases come in on Requisitions. Many times an executed contract is required with need to track expiration and spend, so Buyer manually creates a Procurement Contract. These types of contract purchases are below our competitive bid threshold and so we have no need to go out to source or run an RFQ. It would save the Buyer some manual editing steps if they could create the Procurement Contract for this by copying over the header and line information from a Requisition. Buyer could then edit the populated Procurement Contract as needed before saving.
