How to Import Workflow in the client application on Siebel IP 17

Hi,

We are currently on Siebel IP17 with 18.8 patchset. We have a requirement to import the Workflow in the client application active workflows but the import option seems to be read-only.

can you please let us know how to get this option enabled ?
