Inventory Movements between locations Needing to pay freight

I have a scenario where I have a branch plant M30 and under the branch plant I have a warehouse location that resides 5 miles away. We want this to just be a sub location of the branch and not s new branch. We need to be able to use an order to ship and be able to pay the freight. We don't want to affect inventory and have it how in the branch plant.

Any thoughts on how we could do this. I thought JDE had the ability to have multiple locations under a branch for example branch plant address is 225 royal street Hollowood CA 60087 and warehouse A that there address is 666 tomb stone road, anhime CA 60098. When I look up inventory in B/P M30 I see the inventory in warehouse A as well as B/P.
