Upgrading to 12.2 from 12.1.x fails XML database upgrade

Current version:  12.1.0.2  on Linux Redhat 6.

Using DBUA utility, the XML database upgrade failed while trying to upgrade to 12.2.0.1.  We're getting a ton of errors like the following:

   ORA-00604: error occurred at recursive SQL level 1 ORA-04020: deadlock detected while trying to lock object 30x09B3F76000x095A99DD80x0ADF9DA08

Even after running the pre-upgrade tool and fixing the issues from that, we still can't get past the XML database component of this upgrade. One solution I came

across suggested to force drop all of the ODCI TYPES, but this failed as well with "deadlock detected while trying to lock object" errors.
