Is it Possible create a Exception by Customer Ship To + Fiscal Classification?

I have one requirement for Brazil where I need create a tax exception for a specific customer and a specific Fiscal Classification.

Ex:

Scenario 1:

Sales from SP to Customer A using Fiscal Classification 111, 222, 333

In this scenario I need apply full taxes for all fiscal classifications

Scenario 2:

Sales from SP to Customer B using Fiscal Classification 111, 222, 333

In this scenario I need apply partial tax for fiscal classification 111, the others I need apply full taxes.
