Replicate Seed Data program requires users to be out of the system?

Hello Community.  I have seen MOS notes that clearly state that all users must be out of the system when running the Replicate Seed Data program after creating a new operating unit.  And I have seen other MOS notes that don't make that clear.  Does anyone know for sure if users must be out and/or what the implications may be if they are not?
