Project Procurement- Unable to create requisition

Hi,

In the project procurement workarea (Project Procurement Command Centre), we are able to change plan lines to the status 'Ready For Planning'. But when we click on the option to create order, we are getting a message that states that the lines are not in 'Ready to Order' status.I do not see any action on the 'Plan Lines' or 'Scheduled' which says 'Ready to Order'

Is there any other process we have to execute before we start creating order; are we missing any process in between?
