M2 Hold on Zero Cost

I have service items in my non stock item master that have no cost on the system.

I'm trying to create an M2 margin hold for just these items which in some cases are at zero price

I've read the E1: 42: Margin Holds (P42090/P4210) (Doc ID 625477.1) but I must be missing something because I cant understand how the calculation would work for a zero cost item. The calculation (Price-Cost)/Price=Margin must error since price is zero and division by zero is illegal.

Regardless, I've tried several set ups with both % and amounts but can not get this to work.
