Do springboards require OVR?

I wasn't able to find a clear answer on this, so I thought I'd ask the community.  We are considering dropping OVR licenses from our company, as the reports are not used for various reasons.  Someone mentioned that they thought the Springboards require OVR, but I can't see why.  Can you all let me know if that is the case?
