ITEM_NOT_IN_WEEK rejection messages when running PRC: Transaction Import

We have biweekly periods in OTL and PA. Since RUP12 patching, we are getting ITEM_NOT_IN_WEEK rejection messages when running PRC: Transaction Import for transactions in the first week of the two week period. Any ideas?
