Configuration Assistant will no longer launch on Windows XP (E1 9.0)

We still support a version of EnterpriseOne 9.0 that is currently running on XP.

After installing the new MTR for CA (Visual Studio 2017 Runtime redistributable files are now required. See MOS Document ID: 2415818.1 regarding installation of the Visual Studio 2017 Runtime redistributable files.) I get the following error and message when launching Configuration Assistant.  JDE is definitely installed, and we have used Configuration Assistant on this FAT client in the past.

Any ideas?  It also fails on our 9.0 deployment server with a different error message.

com.oracle.jde.e1.client.EnterpriseOneLibraryException: jdekrnl.dll cannot be loaded.  Verify EnterpriseOne is installed and the path environment variable is configured with the <pathcode>\bin32 and system\bin32 folders. (bin64 for 64-bit systems) (Thread[javawsApplicationMain,5,javawsApplicationThreadGroup], 2018.12.11/16:44:51:285)
