UOM Conversion Unsuccessful for non-stock PO

Getting error 085D UOM Conversion EA to EA Unsuccessful when trying to receive a non-stock OC order.  Line type is CN.

We are on tools and apps  9.1.

I had received the same error when initially entering the order but was able to get past it by blanking out the transaction UOM and having it default in.
