Report Results Dependent on User Access

I noticed recently that UDR report results only return information based on the access of the person running the report.  We are currently on Unifier V18.8.0.6 and am unsure of when, why, and how this new functionality was enacted.  If anyone has any information on this, it would be greatly appreciated.
