EBTax- Vertex tax rates load

How can we load Parishes or other Taxes into EBTax? The standard upload program doesn't load these rates and it can only STATE, CITY and COUNTY taxes. I can create a dummy PARISH rate manually but it won't calculate the tax when we do a transaction that involves a PARISH jurisidiction. Any help is greatly appreciated.
