Visibility of Saved Results Log (Reports)

We have noticed that the saved results log only shows the results log for that user, not for all users who may have saved results logs for that report.   Was that intentional?  If so, what was the reasoning for restricting the saved results log to the user specifically?  The restriction of access makes report troubleshooting more difficult and makes the report auditing less transparent.
