Cant revise budget to 0

Dear Experts,

We have booked some actuals on a project which has budget control set at project level 'Absolute' and task, resource group, resource at no control.

We have baselined some amount and booked actuals. It has 4 POs two of them are Approved, final closed, other two are 'Approved, Closed' status. total cost 10000

There after passed an expenditure misc. batch with -10000 to make all project actuals to 0.

Now total cost in project is 0.

We want to revised project budget also to 0.

But, system setting revised budget status to 'Rejected' with error PAPA_BC_BASELINE_FCHK_FAILED

Is it due to the reason that, we already booked some cost with all 4 POs., and received and closed POs without invoiving or retirn to vendor, and those are still holding the budget must be at least 10000 as they didn't returned?
