How do I add an extra cost component that calculates a percentage of the total value of all cost com

I am working in JDE World 9.3 and need to add an extra cost component to use a rate x the total standard cost value (A1 + B1 + F1 (Freight), etc) of a finished good in the manufacturing plant. How do I do this?
