Oracle Client needed for Native Network Encryption

Hi, I have been tasked by my organization to research implementation of Oracle Database Native Network Encryption on some of our newer (12c and 18c) databases.

According to the documentation, I should be able to implement network encryption from the server-side by modifying the sqlnet.ora file, but when I access the database from my client it doesn't appear that the connection is encrypted.

What I am wondering is - what was the earliest version of the Oracle Client (Windows) that had the encryption part included?  Most of our clients are on 11.1 and I fear that is too old to recognize the encryption settings from the newer databases.
