How Can I allow complete file content download before upload by another SOA service

Hello All,

I have this SOA service that picks a file from a file location even when the file contents are not finished downloading. I have tried to give more time like 300 secs to allow complete download before it gets picked up, unfortunately, my SOA service does not wait till that 300 secs before it picks it up. This is faulting the process due to incomplete data. Please, I need help on how I can resolve this issue.
